The goal of this project was focused on the measurement and analysis of non-ionizing radiation emission sources and public spaces, also for operations of WiMAX base station field strength simulation, measurement and analysis. The results will then provide references for developing future strategic management, as well as the basis for public information. The other hand, convey correct concepts of non-ionizing radiation through public workshops and training sessions for Environmental Protection Bureau(EPB). In terms of non-ionizing radiation emission sources had been conducted from 190 sites, ended 30 November. All of the results were within the electromagnetic field(EMF) exposure limits. Which in past years high measured values of complex stations showed a trend of decrease. The geographical information system developed specifically for this project was able to store all measurement data into the database for future reference and usage, and use such information to enrich geographic information system for providing public a convenient way of inquiry. In terms of non-ionizing radiation reports and messages, two international research reports as well as 44 articles of domestic and foreign news collected during the year gradually make public to web site of non-ionizing radiation control. And regularly maintain and update the web site to provide the latest and correct information. This year had planned and completed business handbook and promotion booklet of non-ionizing radiation. After two times of reviewing by the Environmental Protection Administration Executive Yuan, R.O.C.(EPA), also had re-examined by six invited experts and scholars at middle of November, and edited in accordance with the recommendations of the meeting. To understand non-ionizing radiation research progress and experience in handling related issues in U.S., as the development of the reference articles. The project held an international non-ionizing radiation workshop at August to early September this year. During 5 days business visit, EPA could introduce related information, policy and technical to Taiwan. Lastly, this project had held 4 public workshops and 5 training sessions to EPB. It played a vital role in promoting correct concepts to nationals, scholars, non-profit environmental organizations, and gave them an opportunity to participate in the discussion regarding non-ionizing radiation subjects. To support EPA seeking advices of subjects regarding non-ionizing radiation from experts representing different fields, and provide them a platform for exchanging information and opinions, this project had held “Non-Atomic Ionizing Radiation Risk Precaution and Concern Advisory Conference” four times, and gathered, analyzed, presented precaution measurements of another countries during the conference, which helped drafting and establishing the Principles of Non-Atomic Ionizing Radiation Risk Precaution Measurement in Taiwan. About simulation, measurement of electromagnetic field strength of WiMAX base stations in one demonstration area. Considering needing of simulation and measurement operations, this project selected the WiMAX base station at National Taipei University of Technology as the object. After using Planet software to simulate coverage signal strength, then compared with measurement power density at the sampling positions. The analysis results in differences could offer EPA or related authority as the reference of policy.
